Steps
- Place a saucepan with high edges on the stove and melt the butter. Add the flour and stir until the mixture becomes smooth. While stirring, slowly pour in the warm milk. Season with salt, pepper, and nutmeg to taste. Stir for about 5 minutes over low heat.
