First, prepare the pancake batter. In a bowl, whisk together the eggs, milk, oil, and salt using a whisk or an electric mixer. While mixing, gradually add the flour spoon by spoon until all ingredients are combined into a smooth batter. The batter should be runny but not watery! Finally, mix in the mineral water to make the pancakes lighter. Let the prepared batter rest for at least 20 minutes.

Prepare the filling. In a bowl, mix the cream cheese with sour cream. Wash the bell pepper, clean it (remove the stem and seeds), and cut it into pieces. Peel, wash, and finely chop the onion. Tear or cut the salmon slices into pieces. Add the bell pepper, onion, and salmon to the bowl and mix everything well. Taste the filling and season with white pepper and salt.

Place a pancake pan on the stove and heat it well. Pour a little oil into the hot pan and spread it around. Then, using a ladle, pour enough batter into the pan to thinly cover the bottom. When the pancake is cooked on one side, carefully flip it with a spatula and cook the other side. Place the cooked pancake on a warmed plate and cover it to keep it warm. Repeat the process until all the pancakes are cooked.

Spread the prepared filling onto the cooked pancakes and roll them up. Serve on plates with a bowl of salad.
