In a pan over medium heat, dry roast the rice until it lightly browns, which takes 3 to 4 minutes. Stir continuously to prevent burning. Grind the roasted rice until it resembles fine sand.

Peel, wash, and finely chop the red onion. Clean, wash, and chop the spring onion. Wash the red and green chilies, halve them, remove the seeds, and slice thinly. Wash, shake dry, and chop the cilantro.

In a deep pan, heat water and wait for it to boil. Add the ground meat and stir. Cook and stir until the meat is done, which takes about 15 minutes. Remove from heat. Mix in the ground rice, red curry paste, fish sauce, lime juice, onion, and cilantro. Season with salt to taste.

Clean the lettuce and separate into individual leaves, wash, and dry. Line a bowl with lettuce leaves and top with the meat mixture, then sprinkle with chilies. Serve.
