Toast a slice of bread (in a toaster, oven, on a pan, etc.), place it on a plate, and spread with butter. Crack the eggs into a bowl. Add milk, salt, and pepper, and whisk well with a fork so the ingredients combine nicely. Cut the chives into small pieces.

Place a pan on the stove and heat it well over medium heat. Add butter to the heated pan and let it melt. When the butter starts to foam, lower the temperature slightly and pour the whisked eggs into the pan. Let them sit undisturbed for about 20 seconds so the eggs begin to set, then use a spatula to push them from the edges toward the center of the pan. Wait 5 seconds and repeat the process. Continue until the eggs are soft, creamy, and juicy.
